The Definitions tab is a Foundation form, not a workflow designer. It produces exactly one sequential approval step and cannot reopen or edit an existing definition. Backend support for multiple steps, conditions and draft updates is not surfaced.

Whether a visual designer is planned, which backend capabilities it should expose and how drafts should be protected from concurrent editing require confirmation.
