Performance Notification Integration Events

Summary​

Notification recognizes all seven contracts.

Cycle, goal, approval, and finalization signals use an employee audience category; self submission uses manager-required intent; manager review uses HR/calibration-required intent. Identities, templates, and evaluations are excluded. Consumer completion does not guarantee end-user delivery.

Requires confirmation​

Operational ownership, service objectives, reconciliation, replay, and future consumer governance require confirmation where not explicitly implemented.
