Summary

Payroll can generate an in-memory bank-ready CSV for a Frozen run; this is an export foundation, not payment execution.

The confirmed output is a CSV generated from Frozen run details and projected employee payment context. It is returned to the authorized caller and the export action is audited. The documentation intentionally describes data categories only.

Not implemented: payment batches, bank transmission, acknowledgement, retry, settlement status, rejection handling, or reconciliation. File naming, encryption, signing, retention, maker-checker approval, and downstream custody Require confirmation. Sensitive export data must be minimized, access-controlled, transmitted securely, and handled outside public documentation.
