Expense Service owns only the Expense claim section of this compatibility response. Other workspace sections are returned as empty defaults and must not be interpreted as Expense ownership or authoritative absence of data.

Claims are ordered recent-first and capped. This shared path can also be claimed by other transitional services depending on gateway ownership, so combined-workspace behavior and route precedence require integration testing. No compatibility receipt data is included.
